and Immigration Services (USCIS) One Metropolitan Square, St.
Louis, MO Client: General Services Administration (GSA) Anticipated
Start Date: May 2026 Pay Range: $100K - $130K per year plus
benefits Project Duration: 1.5 years Project Details (Size, SOW,
Site Background, etc.): GSA leases office space at One Metropolitan
Square in St. Louis, MO. The lease was signed on 8/12/2022 for
144,782 sf. USCIS will backfill 56,532 sf on floors 9, 15 and 21
for 356 employees. The space is currently built out to a warm lit
shell. The U.S. General Services Administration (GSA) is seeking a
qualified Construction Manager as Advisor (CMa). GSA expects the CM
to work in collaboration with the entire Project Delivery Team. The
CM must advise GSA with sound management advice regarding all
services to be performed. The project goals are to achieve the best
quality and value while controlling schedule and budget. The CM
must take all reasonable measures to anticipate problems and delays
to minimize or eliminate their adverse impact on the project
schedule, budget, and approved design. The CM must exercise due
diligence to ensure that the project meets applicable requirements,
codes, regulations, standards, and the project construction
documents. Construction Manager / QA Inspector Role: This
individual will serve as the on-site representative responsible for
daily construction monitoring, quality assurance, and field-level
project management for the Project. Responsibilities include
on-site construction monitoring, quality assurance activities,
project management activities, and coordination activities with the
project delivery team to ensure work progresses in accordance with
contract requirements and schedule. Daily Responsibilities: Oversee
project schedule and budget, including monitoring and inspection
(M&I) functions. Manage day-to-day project oversight as the
Construction Manager (CMa). Provide daily inspection reports and
photo documentation of work progress on-site. Chair weekly OAC and
other project coordination meetings, provide agendas and meeting
minutes, assign Action Items and follow up with Team members during
the week to expedite completion. Handle receipt and distribution of
project documentation, including RFIs, Submittals, Meeting Notes,
and Standard GSA documentation. Utilize Kahua PM Software to manage
all project documentation. Serve as the Government’s
representative, coordinating critical action items with the General
Contractor, Design Team and Government entities. Provide ongoing
oversight and coordination throughout the duration of construction.
Participate in problem-solving with the project Team. Review
contractor's monthly Pay Applications for accuracy and recommend
revision or approval. Review Construction Document Deliverables,
Construction Submittals, and RFIs from the General Contractor and
make recommendations to GSA. Utilize the Kahua platform for all
electronic submissions, including Submittals, RFIs, daily reports,
photos, and pay applications. Maintain logs and comprehensive
document control of all Submittals, RFIs, and Changes. Review and
provide commentary on the Contractor’s Quality Control (QC) Plan
within the timeframe allotted in the project schedule. Required
Qualifications (Experience, Education, Certifications, Clearances,
etc.): Minimum of (5) years of construction experience serving as a
Construction Manager, Construction Management Representative/Owner
's Representative on Federal new and/or renovation projects of
similar size and complexity (projects with contract award values of
at least $8 – 10 Million) Demonstrated ability to prepare draft
modifications, independent government estimates, responses to
requests for information, process submittals, prepare field
observation reports, and conduct progress meetings and prepare
meeting minutes. Experience working in a CMa Project Manager
position, managing projects in occupied buildings, preferably for
the General Services Administration, during both the Design and
Construction phases. Experience providing Construction Drawing (CD)
reviews. Strong skill in the use of Project Management software
programs. Experience with Kahua specifically is a plus. Preferred
Qualifications: A Bachelor of Science in Engineering, Construction
Management, or Architecture from an accredited university or
college is a plus. Have experience working as a construction
manager for Federal clients
